Why is it so much harder for writers to get grants to help them?

I was just wondering why it’s so difficult to find grants to help writers advance their craft. In the past I have looked and looked for any kind of foundation that would help out potential literary talent. There are almost none. Yet if you search for grants for painters and sculptors you find a truckload of sources. What makes writing so different from painting and sculpting? They’re all considered forms of art. Shouldn’t there be as many opportunities for writers as there are for painters and sculptors? Most aspiring writers (myself included) don’t have the kind of money that it takes to get our feet in the door and get our work published. I once tried to apply for a humanity grant from the government. Their answer was that I would have to be put on a list,that I would have to wait a year to even be considered,and then I would have to have at least two manuscripts either self-published or independently published.
