do you have to be good in drawing and painting in order to do good in a sculpture/ceramics class?

I’m working on a graphic novel, and I have decided the best way to get a quality artist is to hire one. I’m drawing up a classified ad to make the rounds on artist sites, but I’m not sure how much to offer for art.
I’m not rich, and I have connections with publishers, so this is kinda a sure deal, but I know artists are wary of being paid *after* the work is published.
I need to know, what is a good price to offer, knowing the artist will also get a percentage off the profits.
