Can't create 3D models in Photoshop (not even CS3 Extended). You can in Adobe Illustrator CS3 though.
You can simulate a 3 dimensional look with some Photoshop filters such as Filter/Stylize/Emboss or styles such as Layer/Layer Style/Bevel &#038; Emboss.</description>
