How can I make a sculpting medium for outdoor sculptures?

I am a artist and free hand sculptures for outdoor use. I use cement,local dirt and a stabilizer…however this is not real easy to work with and does not hold up long term. Any tried and true advise???

    The not holding up long term problem.
    My cement to reinforce it this may help with the not holding up long term problem.
