Nope. Even dead ones don’t allow it. The estate of John Wayne follows up on this kind of thing when it’s done on him, and Disney is fanatic about it. Even live actors protect their likenesses since it directly affects their profitability. And if it’s based on a movie person, the studios follow up on this.
The same would go for sports mascots, the licensing belongs to the teams, not individuals.
You can get into trouble trying to do it. What you CAN try is contacting the agent of whoever you want to sculpt and ask permission. Some do grant it, some want a full licensing agreement. But if they catch you doing it without permission the lawyers come out.

Your not allowed to sculpt/paint a figure of anyone who makes money off their own image. So celebrities are out.
you also can’t make a likeness of a fictional charecter, particullarly if you use there name: Harry Potter, Shrek, anything from Disney. (Disney loves to sue for that.) or even one from a long time ago, like Lucy or bonanza
Political figures are fair game though. so go sculpt the politicals doing something wierd, (like we need to make that up, LOL!)
I know it seems harsh, but think of it this way, if you made money off your own likeness, or created a wonderful character, wouldn’t you want to own all the rights to it?

Yes you can eg. Andy Warhol that is the actors and celebrities. Characters are however copyrighted (all the blurb before and after movies).
But even with the above the artist has the ability to satirize or use images in a way not normal to the image eg. juxta position just not in
a way the movie moguls have stitched up.
